The Akwa Ibom State House of Assembly yesterday Thursday during Plenary stood down a motion Seeking to discourage inappropriate music content which also promotes promiscuity.
The motion which was presented before the House by the member representing Etinan State Constituency, Hon. Uduak Ekpoufot titled "Urgent need to discourage lewd and inappropriate music content and advocate for the upholding of the Christian values that are endemic to Akwa Ibom State" unusually failed to get the backing of the Speaker and members.
The lawmaker informed the House that it was expedient to establish a Directorate under the Ministry of Youths Development to monitor songs and lyrics since most of them contain graphic references to sex, drugs, and violence and promote promiscuity.
Ekpoufot who is the Chairman, House Committee on Science and Technology said that "Most song lyrics do not discuss dangers of sexual activity, such as unplanned pregnancy or sexually transmitted diseases" adding that these kind of songs rather often glorify promiscuity "and not only do both songs contain lewd and explicit contents about nocturnal sexual activities, they arguably promote the glorification of women as sex slaves".
"Their lyrics and video contents provide disturbing images of promiscuity, sexual deprivation and negative exuberance" the lawmaker added.
Hon. Ekpoufot advocated for collaboration between the Ministry of Science and Digital Economy with established private companies to put up an ICT policy document that will regulate music and limit inappropriate content "on Akwa Ibom State-specific IP Addresses" on major social media platforms such as YouTube, TikTok, and Facebook, among others.
One of the popular songs mentioned by Ekpo-Ufot in his motion was "Nyansh Na Nyansh” by Chella and Young Jonn.
In his remarks, a Co-Sponsor of the Motion, Rt. Hon. Otobong Bob withdrew his sponsorship of the Motion noting that regulating music and it's contents falls under the Concurrent List.
On his part, the Deputy Speaker, Rt. Hon. Kufreabasi Edidem expressed worry as to how the Motion found its way to the Order Paper without the knowledge of the Speaker and called for "serious warning" of the Chairman House Committee on Rules, Business and Ethics against including items on the Order Paper without the approval of the Speaker.
The Speaker, Elder Ukeme Otong in his submission, declared the Motion to be set aside as it was outside the jurisdiction of the House of Assembly.
In a related development, a motion aimed at presenting a single tax clearance for the processing of family land presented by Hon. Ukeme Peter Imo-Ita representing Mkpat Enin was also rejected by the House
