AKHA Advocates Creation Of State Constituencies...Seek NASS Intervention

Irked by the underrepresentation of State Constituencies, the Akwa Ibom State House of Assembly has considered a motion to address creation of additional State Constituencies in Akwa Ibom State.

In a motion titled "The need To Create Additional State Constituencies In Akwa Ibom State" sponsored by the member representing Ikono State Constituency, Rt. Hon. Asuquo Nana Udo, the lawmaker noted that considering the political advancement of the State since it's creation over thirty years ago, the State was long overdue to have additional State Constituencies. He added that the recent creation of thirty-nine (39) new wards across the three (3) senatorial districts of the state by Akwa Ibom State Independent Electoral Commission (AKISIEC) has not only delimited political wards but has also prepared the State for national political expansion.

"Aware of the clear provisions of Section 91 of the 1999 Constitution of the Federal Republic of Nigeria (as amended) which states thus: “Subject to the provisions of this Constitution, a House of Assembly of a State shall consist of three or four times the number of seats which that State has in the House of Representatives divided in a way to reflect, as far as possible nearly equal population:  Provided that a House of Assembly of a State shall consist of not less than twenty-four (24) and not more than forty (40) members.”

While also making reference to the provisions of sections 112, 113 and 114 subsection 1 of the Constitution of the Federal Republic of Nigeria which states;

"S.112. Subject to the provisions of sections 91 and 113 of this Constitution, the Independent National Electoral Commission shall divide every state in the federation into such a number of state constituencies as is equal to three or four times the number of Federal constituencies within that state".

Rt. Hon. Udo expressed worry that whereas Akwa Ibom State which is made up of Ten (10) Federal Constituencies and twenty six (26) state constituencies reflects a clear non compliance with the provisions of the 1999 constitution (as amended) while Katsina State which was created the same day with Akwa Ibom State has Fifteen (15) Federal Constituency seats and Thirty-Four (34) State Constituency seats.

The Lawmaker argued that some of our constituents may not be well represented considering the burden where some of them having to service two (2) or more local governments with large mass and population.

He called on the House to Communicate to the National Assembly caucus to urge INEC and all the other government agencies concerned with ensuring the creation of the additional constituencies to comply with the provision of the constitution by creating at least five (5) additional state constituencies in Akwa Ibom State, while also mandating the House committee on inter-governmental, political and special matters to oversight on the matter to a successful conclusion.

The Speaker, Rt. Hon. Udeme Otong called on the Clerk, Mrs. NsikanAbasi Orok to communicate to the National Assembly Caucus to urge INEC and other relevant Bodies for action.
